Just a thought on the servers...
Someone in a previous post found that MS basically had all the servers in teh range of: http://206.16.223.1 through 255. So I basically ran through all of 'em with a port scanner and found the following open. It might be a bit early to try and sniff through all the ports to see what's open or not (and that might be going a bit too far so early)... but thought some of you might appreciate the info just the same...
We already know about *.65 and *.63... maybe these new ones will play a part?

yeah good thinking, i saw a post before where the guy thaught that perhaps the servers are actual physical servers we have to unlock
i dont think hacking is the right thing to do though
but yeah keep an eye on those sites, might open up something

You didn't pick up 26 or 18? Granted, I don't know exactly what you did, so I'm not sure if you should have or not. They are Windows/Rare sites.
Also, http://206.16.223.61/ provides the exact same thing we saw just before http://206.16.223.65/ went active. I find it much more likely that the closer IPs are the Halo 3 servers. Not such distant ones as your image shows.

Sorry... I should have mentioned that the first pass I did on any devices in this range was a simple ping. It appears as though the other sites have disabled ping responses and appear as "dead". For ease of use, I removed them from the list.
I can run the gamut of port queries on every single address (65,000 ports times 256 devices) but this will take a bit...
