Anyone up for delicately asking Chair about Helen?
I'm afraid I would be too blunt...

After my 'Halsey Incident', it won't be me.

Maybe we can use the crew to probe Helen. Apparently she's supposed to be more civil to crew than officers.

Maybe PsychoJoe can uproot something from the snooping around the crew's little talks. Something we can use as leverage to convince crewmen to get Helen's trust. Raschal? Wolfe?

Chair just asked how the Captain and Helen were getting on. I replied 'Not very'.

understatement much?

Well, I guess it could be worse. Anyone care to elaborate a plan to win her heart?

The original Helen was distant in her dealings with anybody who wasn't ONI, an ONI "adviser," an instructor, or an actual Orion. This Helen is almost hostile. I'm told that she'll strive to keep polite and civil with your crew, but command staff? Honestly, I wouldn't push my luck.
So, we have three categories of people who Helen may talk to. Here were have them in terms of level of accessibility:

1) Crew
Since we don't have a crew member to talk to, what if we asked Hive to send an order telling them to ask on our behalf?

2) Someone from ONI
Didn't they say we're being tailed by a prowler? Or what about our own ship's crew? Either way, it would be a matter of inviting them to brunch and then asking them to ask questions for us. Again, if we can't do that directly (and I'm assuming we can't) then again having Hive inquire these people on our behalf may be an option.

3) Orion Staff
Is there a system we can jump to and request a transfer, or is there anyone we can contact via Hive to write a letter on our behalf? Better yet, is there any chance of using F484 somehow?

Do you really think Helen would open up to a crew member? And I'm just going to assume that Helen is monitoring all communications between the Captain, Hive, Chair, and everyone else. She wouldn't be fooled by any indirect means of subterfuge. If we want to get anything out of her, it will have to be through direct confrontation.

Chair told us the Prowler is under orders to observe only. They won't contact us and any attempt to hail them with likely be ignored.

Can't jump out-system; we have a schedule to keep in building this station. And the jury is still out on whether F484 is actually here, let alone alive.

I wouldn't know if this would work against an AI, but maybe we can guilt her into it? Show her that if she keeps these things classified, then she's breaking some major issue, or contradicting a past order of someone important to her?
This ghost of F484 is a great opportunity. It looks like Carver's already started into this tactic, but for now we'll have to wait and see.
