that is defiantly Cortana but if that is the Gravemind or not is up for debate but i say it is, givet Cortana's current situation that is the only person (or thing) that would be in contact with her, and maybe she is also infested by the flood and under the Gravemind's influence

It's the Forerunner or the Forerunner AI, Cortana and Gravemind are in 2552 not 2007, which is when the ARG takes place.
