Um... that's stuff pertaining to standardized HTML layout and content.
Most new, well coded, websites will have that at the top of the document.

Well, it was new to me, just thought I'd point it out. In previous ARGs I've been in, the most important information was the most well hidden...

Um, W3 has nothing to do with this,

W3 stands for WWWC (world wide web consortium) @ http://www.w3.org/

They created HTML, CSS etc,

you use !DOCTYPES to tell your browser what version of XHTML or HTML you are using, so it can display it properly.
