AR is, as it has said, nothing more than a Facilitator. it's a program, with a very limited heuristic AI, hence the lack of proper communication.

Adjutant Reflex is a Power-On-Self-Test,Checking that the system is operational, before booting the Real AI.

This fits in with my theory which I have posted on the main page. If its gathering information as a power on test, it is doing so to test when the right time to power on will be. In this sense its forming a calendar of events that revolves around, I believe, the solstices of Earth.
