I went to the Jonus Volman page in Amazon, and it listed the book as being published on november 9, 2004. I went to wikipedia to see stuff on that date and it listed the death of one Iris Chang. Maybe this is a long shot since she did exist, but who knows?

Simply, no. She was not related to anything in the Haloverse at all, and I'd imagine it to be pretty insensitive of Bungie to choose the date of a suicide. This is just a coincidence. November 9th, 2004 was most likely chosen because of Halo 2, which makes orders of magnitude more sense.
