I have looked at this message up and down but I spot no patterns. Are there any number patterns from the FCC messages that we should try?

i went to a site with some code breaking tools, but didn't find anything useful. No caesar shifts worked, and all i found out is that "t" is the most frequent number, followed by "v", and then "w"

To be thorough, here are the capitals only, in order. Some also appear as lower case in the message.

Why are they capitals? Signify new sentence? A Meta-key?

It's doubtful but it could be a limited anogram.
