I'm starting to think the numbers are actually just lines in the rock.

It can't be. Think about it, it's a number puzzle. There's a few numbers here too: viewtopic.php?f=12&t=619

All in all, we have:
100
201
100
--
15 (big)
102 (big)
129 (small)
150 (big)
105 (small)
128 (big)
500 (small)
205 (small)

Now what have we got here?

Are these posted in the sequence you've located them in the picture, left to right, top to bottom?
If placed in that order, they may reveal something. Unless, of course, they're meant to be read like manga, right to left, top to bottom.

I'm starting to think this is a fevered example of pareidolia, the desire of people to see patterns in an object that has no patterns of any meaning in it. Don't let that stop you guys & gals, though! ;)

I ran a IP scanner in hopes of finding possible websites that use the numbers in the concept art. Just so no one else wastes time, there are no active ip addresses in the following ranges.

201.100.100.x
100.201.100.x
100.100.201.x

where x is any number from 0-255

I just updated the Resources forum topic on this subject. It contains a complete time-line of all events relating to this Flood Containment Control stuff.

Link

Whether or not this topic should be locked, I'm not sure. It's become devoted to the IP search, so it may have some use to it. The bigger topic regarding everything in general with this would be better off not getting bombed with all of the IP number ideas. I'd say both of these topics should stay open.

That pic with the numbers on it, its posted with all the flood things right? Maybe the numbers on the rock are the password for the phone number.

Just something I was thinking about :)

just want to know before i start

So does that mean we've tried all the three digit numbers? I will be willing to help split up the four digit numbers with anyone with some spare time.
