High Charity's main slipspace drive is gone, but don't forget that's the Artificial Covenant Capital. I am almost positive that in the whole construct there would be one Covenant Cruiser with slipspace abilities, allowing flood infectors to get to Earth and pretty much the whole galaxy. Also, if it;s captured Cortana it'll be able to plot slipspace courses better. Besides it has some magical slipspace capability of it's own. Remember in H2 how Gravemind "poofed" Master Chief and the Arbiter.

Besides, you have to remember that this ARG is taking place in our time, meaning Gravemind isn't on High Charity, and High Charity itself is probably not even made yet, or is just being built now.

Gravemind probably does exist in our time, just squirreled away on Installation 5. Since this is Alternate Reality, that Gravemind may be concocting something.
