Yup, I listened again to the first part, I think that the two pauses were the moments when Bill was speaking, Man 1 and Man 2 seem to answer him. It seems like we're searching about little things in the phone call and not seeing this as a whole thing, we didn't notice this lack of question from Bill...

For the retranscription, there is also a pause between "No need, their rep is available any time we need her." and "On everything we still need to look into.".
