I think that D-Com is indeed a Forerunner, "left behind" to activate the rings. He'll be the first "reclaimer" if you wish. All the texts in the server are his Journal. The Earth is indeed the Ark, because the Halos were fired 100,000 years ago and life in Earth were no destroyed...
