okay, Drew might be a part of this. recently, the other members of the forum wont leave him alone about thinking that the whole thing is just marketing. so he posted this message:

I go to the site regularly so if Drew posts anythign suspicious I'll let you all know, but for now its best to leave it alone.

um, I found it, and told everyone on IRC about it. and Drew is most likely just trying to get people interested. He works for MS and often gives little hints about upcomming announcements. I wouldnt think Drew is going to be any new info.

its in base 7

to use it as a background in vista you need Vista Ultimate. if you have a different version then search for DreamScenes for Vista and I there is somewhere to get DreamScene for other version of Vista. not quite so legitimate though, as its supposed to be a Vista Ultimate feature.
